User numbers are the average monthly active recipients in the Union that each provider published under Article 24(2), as cited by the Commission at the time of designation. They are self-reported, measured at different moments, and not tracked here as providers refresh them every six months. They indicate scale at designation, nothing more.

Designation dates are the dates of the Commission decision as published on the official list.

Compliance dates are calculated, not published: Article 33(6) gives four months from notification of the designation decision. Notification is normally the same day as the announcement, but where it differs the real deadline shifts with it. Treat the dates on this site as accurate to within a few days, and check the decision itself if a precise date matters.

Enforcement entries record what the Commission has publicly announced. Preliminary findings are marked as such and are not breaches. Fines are stated as decided; several are under appeal to the General Court, and an appeal does not appear here unless it changes the outcome.
