Designated 31 August 2026 on 46.6 million average monthly active recipients in the Union — the narrowest margin over the 45 million threshold of any current designation.
Roblox is the first game platform in the tier, and its risk profile is unusually concentrated on one Article 34 heading: the protection of minors and their mental wellbeing. Its user-generated experiences, in-platform currency and open chat all sit inside that assessment.
The obligations bite four months after notification — the end of December 2026.
